Property Tax Relief Delivered for Survivors of Recent Catastrophic Fires

SACRAMENTO SB 663, authored by Senator Ben Allen (D-Pacific Palisades), was signed into law today to deliver needed property tax relief for survivors of the 2025 LA Fires, as well as the 2024 Mountain and Franklin Fires.

“Recovering from these devastating fires is a massive financial undertaking that will take years to fully accomplish,” said Senator Allen. “Our property tax laws provide some critical financial support for survivors of disaster, but they needed more flexibility to better reflect the burdens these disasters pose so more people can take advantage of the assistance. I’m grateful to my Legislative colleagues and the Governor for supporting survivors with this commonsense relief.”

SB 663, worked on in partnership with LA County Assessor Prang, provides property tax support and flexibility to survivors of the recent wildfires. The bill extends the deadline to file a misfortune and calamity claim from 12 to 24 months, and extends the deadline to rebuild your property from five to eight years in order to transfer the base tax year to the new construction.

Additionally, it allows religious, charitable, and hospital facilities, as well as low-income veterans, to continue receiving special property tax exemptions while the property is unable to be used for its tax-exempt purpose.

“This law will help residents engaged in the long, difficult process of rebuilding their lives by extending deadlines to apply for disaster relief, preserving their pre-fire tax base, and providing additional protections for disabled veterans and nonprofit property owners impacted by the fires,” Assessor Jeff Prang said. “Our laws must be flexible enough to respond to truly devastating events. SB 663 does exactly that, and I applaud Senator Allen and Governor Newsom for their leadership in making it happen.”

SB 663 contained an Urgency Clause so will take effect immediately.
