President pro Tempore de León Announces Appointments

SACRAMENTO- California Senate President pro Tempore Kevin de León (D- Los Angeles), Chair of the Senate Rules Committee, has announced the following Rules Committee Appointments:

Ruben A. Osorio, a Democrat from Chula Vista, has been appointed to the Acupuncture Board. Mr. Osorio is a Regional Sales Supervisor for Dion International Trucks. The effective date of this appointment will be June 1, 2017. His term end date shall be June 1, 2021. Compensation shall be $100 per diem and expenses.

The Acupuncture Board issues licenses to qualified practitioners, approves and monitors students in tutorial programs, approves acupuncture schools that have been accredited, as specified, and continuing education providers, adopts regulations and enforces the Acupuncture Licensure Act.

Juan J. Gutierrez, JD, a Democrat from Walnut Park, has been appointed to the State Bar Commission on Access to Justice. Mr. Gutierrez is Executive Director of One Stop Immigration and Educational Center, Inc. The effective date of this appointment will be May 19, 2017. His term end date shall be October 1, 2020. Compensation shall be reimbursement of expenses.

The purpose of the State Bar Commission on Access to Justice is to study and pursue implementation of the findings and recommendations contained in the Report of the Access to Justice Working Group, including studying, evaluating and commenting on increased funding for civil legal services and new and/or improved methods of achieving equal access to justice for the poor and those of moderate income, among other things.

Frances Burton, a Democrat from Carmichael, has been reappointed to the Dental Board of California. Ms. Burton is retired from state service.  Among other positions, she previously served as the Deputy Director of Legislative and Governmental Affairs for the California Department of Health Services. She is also a former member of the UC Davis Health Systems, Community Advisory Board, UC Davis MIND Institute Board, Sacramento County Health Council, and United Way's Women in Philanthropy. She has served as a Rules Committee appointee to the Dental Board of California since 2009. Her term end date shall be January 01, 2021. Compensation shall be $100 per diem & expenses.

The Dental Board of California licenses and regulates dentists, registered dental assistants, and registered dental hygienists. It also has authority to discipline its licensees for unprofessional conduct, incompetence and gross negligence.
