The Senate Committee on Heath, the Assembly committee on Health and the Assembly committee on Revenue and Taxation will hold a joint informational hearing to better assess the initiative increases excise taxes on the distribution of cigarettes and other tobacco products. This hearing fulfills the requirement of Elections Code Section 9034, which requires the appropriate Legislative Committees to hold a public hearing on the subject of an initiative measure. It also applies, for the first time; the tobacco products excise tax (as amended by the measure) to certain types of electronic cigarettes. The additional revenues would be used to increase funding for existing health care programs and for other specified purposes.

The Senate Committee on Elections and Constitutional Amendments along with the Assembly Committee on Rules will be conducting a joint informational hearing on the California Legislature Transparency Act, a pending initiative cosponsored by Charles T. Munger, Jr. and former State Senator Sam Blakeslee. The joint informational hearing is being conducted pursuant to Section 9034 of the Elections Code.
